from what ive seen and heard on different cooking/how its made types of shows, the shiney and matte is just an outcome of the production methods. something to do with the way the foil is rolled to make it thinned two sheets go into a roller back to back. the sides that come in contact with the roller are matte the side that touches the other sheet of foil is shiney. Also there is no real difference in out comes for our./baking/cooking needs. Unless of course you are making a solar cooker, where the shiney side would need to go out but that is due to cooking with light reflection, not fire.
