I'm not expert on this but I can give a guess. Tobacco needs humidity to not dry out, AZ is a dry state, and that could be why. This may work, try keeping your Tangiers in a humididor if you have one. See if it works and let us know.
I thought the whole idea was to have the tobacco be at the same humidity as the environment you smoke it in, otherwise it will go into "shock" when you smoke it.
