Taht means you need to blend the tobacco better. More homogeneous of a mixture. Really work the tobacco together and then let it sit for a while. Over night or longer is best to allow the flavors and the different recipes to marry. If the different pieces of leaves are not of the same wettness they will need different heat. If they are properly mixed they will have similar consistency and smoke better. That's why mixing tangiers with brands of similar composition works better.
