Well you can smoke it that way but from what i've seen zaghloul sold in the West is far older and dried then what is normally the case else where. Personally, I think it's harsher and simpler tasting when you smoke it with coals directly on it. Try it both ways, re-hydrated and dry and see which one you think tastes better.
I don't know a lot of Egyptians so I can't say what the norm for them is but I can say that 90% of the time black moassel is smoked with a foil/screen if someone actually has access to either. Basically the only thing that I would recommend with coals directly on top is tombac.
