I'm fairly sure it's a washed tobacco. It's probably not washed to the point of removing all the flavors but it is still most likely washed. There are plenty of traditional style tobaccos that washed their leaves lightly to remove a lot of the nicotine.
There is also the possibility that they use a low nicotine tobacco to start with.
Well it's not a washed tobacco but it is very low in nicotine because of the leaves used, a better then average reduction the stems and the fact that it's cooked a higher temperature which means that it's rather mild. Still, it has really tobacco flavour and it's pretty complex. Just don't think that all black moasells are like Zaghloul.
