Just means letting the tobacco acclimate to its surroundings, say if you get it from a different state or country, with different climate (temps, elevation, humidity, etc..).

Open the package and let the tobacco just sit there, could take hours, could take days (don't let it sit open for days though, close the lid after a couple of hours and then open it again the following day) depending on the brand and flavor. Mostly tangiers is notorious for needing longer acclimations.
