I'm not experienced in making moassel, I do homemade incense/balms/and perfumes, but the idea comes to me - why not use essential oils instead of the actual spice? Most oils can be bought in food grade quality and although they are expensive, they're worth it is as you only use a little and they are VERY potent. It's the same idea as oil of peppermint or such in cooking. One or two drops into a few dozen grams of tobacco would be sufficent, I would think.
Essences or extracts may work as well, perhaps better, when I think about the oil/water not mixing thing. Anybody know what base honey or molasses is?
