Considering the MiddleEastern and Indian demographic that makes up chunk of people here in the states that smoke hookah. Am pretty sure some lobbyist could easily spin how making shisha illegal is being intolerant to other cultures... Which I doubt any law maker would touch making it illegal. So instead like anything they want to be illegal but cant... they will tax it until people quit doing it.
In my opinion, this definitely makes the most sense, which sadly may happen with that new bill to increase the tax on flavored tobacco something in the neighborhood of 700%. Of course, I don't know what the current status of that bill is, but I take it as a huge hint of our government's intentions.
