Don't call customs. They won't do anything. Whoever you actually bought it from is the one you should call. The online website, or shop or where ever.
Personally I'd tell them if I spend this much money on a product, I expect it to be pristine. You can tell them you heard good things about them but this was such a dissapointment in quality. Just express you dissapointment and frustration. Most vendors will be like "oh shit I'm so sorry this happened" (not quite like that of course) and they'll send you a replacement. If they offer a partial refund, push for a full credit to their store and get another one if they won't just send a replacement.
