the heat is mostly being transfered by touch as apposed to radiated and even at that its not light, its heat. the difference should be so minimal that you shouldnt notice it by smoking hookah.

and even if the shiny side were to reflect heat, the heat would then travel back into the coal then heat it up more then by just touching the foil it will transfer enough heat back to make up the tiny difference. and again even if the shiny side did reflect heat it would matter for about 2 seconds until the foil heats up to the coals temp while you prepare the hookah.
