Water, unlike most other materials, expands as it cools. It isn't thermal shock; freezing is a gradual and even process. The expanding solid within it, however, is an issue. Most hookah vases I would wager aren't made out of high-strength culinary or lab glass. If you could find one that claimed it was tempered, Pyrex, borosilicate, etc., it would probably be fine. Most plastics should also be okay.

Tempered glass is amazing stuff. I used to have a glass desk with a tempered surface. It could support the weight in the center of an 80+ pound CRT monitor along with various other odds and ends without issue.
