Eric of Tangiers suggests to use room temperature water for the best flavour with Tangiers. I've found this to be true, so I pretty much always use room temperature. Sometimes I'll use cold water out of the tap though. I don't like the idea of cracking my base dropping ice in, so I don't use ice water.
