Its called vertigris, or better known as verti-green. Like what you see on brass valves when saltwater hits them. Basically its brass' version of rust, only its oxidation of the non-ferrous metal. Just like the white coating on aluminum after it gets weathered.
Its prefectly harmless, if it gets heated and inhaled it will just cause some minor throat irritation and some people it might make them a little sick to the stomach.
Don't use anything acidic like vinegar or lemon juice, you just created a cataylist for oxidation. Steel wire brush, and a very light soap or if you have the cash buy ***. It works. Do not use CLR, it leaves a residue and will rock you world in a bad way.
