Exactly. Also, the amount of nicotine per tobacco plant is going to vary along with how much nicotine can be washed out which depends upon how long it is washed for. There are too many variables at play to narrow % nicotine down to a solid number.
If the amount of nicotine worries a person, they most likely shouldn't be smoking anyway.
