No, it's not. fennel is Foeniculum vulgare and anise is Pimpinella anisum and they are vary different in taste, look and habitat.

These days real anise is starting to become something of a rarity as food/drug/beverage processors have discovered that it's cheaper to use
Illicium verum (star anise or "star spice") grown with slave labour in China. While star anise and the real thing have simelar tastes I garauntee that everyone here can tell the difference between the two if given the chance to do a side by side comparision.
