A little of both, actually.

The top layer definitely burns, but seeing as the tobacco is moist with water there is some definite vaporization going on.

It's rougher than ma'assel, but not terrible at all.

I've only done the traditional method once or twice and yes it does burn the tobacco but since the tobacco is moist it doesn't burn in the same way that a cigarette would. The closest equivalent I can really say would be like a cigar based on the texture of the smoke for me, but unlike a cigar you can inhale a little bit although I prefer to still smoke tombac the way I smoke cigars.
I actually prefer to mix shredded tombac in with other tobaccos when I make a moassel. I like the results of this more than smoking tombac alone and it adds a bit more dimension to the smoke.

I can't claim credit for said method... I got it from Lakemonster.

I've also seen some videos of the same process done in Turkish nargile cafes...
