The idea behind oxyclean is that the chemically induced release of O2 from the water creates a turbulent environment whereby particles of soiling are loosened. Baking soda works as a base against acids, neutralizing them and thereby eliminating the taste and odors that they impart. Two very different applications for two very different products. I would just use hot water until you can get more baking soda. Smoke happy.

Would it make sense to use alkaline water (12ph) and baking soda together to clean out a hookah stem and maybe hose?

I doubt cleaning with a high ph, alkaline water will make much of a difference, you'll just end up with carbon build up in either the stem or base or both.

Ive used it before. Its great for cleaning glass products that have built up residue, such as stained coffee pots and tea pitchers. Just make sure you rinse it out good after it has done its thing.

You might get a residue build up after a while, so I wouldn't suggest using it!
