Some places ask for you're drivers license, but you are supposed to be 18 to buy hookah stuff.

Have you ever heard of a period?

best case, he would get it, worst case he would get prosecuted for attempting to purchase tobacco under age (probably not going to happen because it would be very hard to get it to happen over state lines but if it happened or he got caught he would at least get a call to his rents)

you guys shouldn't help these kinds of little guys out. Just don't respond or simply say "No". No need to discuss, just blow him off because he can't read the rules and may or may not be mildy handicapped.

Come back in 2 years hombre.

Yea, asking about ANY illegal activity is not only a good way to get people in the forum angry, it's also against the forum rules. Not to mention, if the police ever have any reason to look in this "friend's" areas, that is a reason for charges, as tobacco paraphernalia is illegal for minors to possess. It's just an overall bad idea, especially since this person has admitted that they know that it is illegal for them to do so. Although ignorance is not a defense for breaking the law, this is just flat out stupid.
